A guardian ad litem is a person who can be appointed by the court or can be by agreement of the parties to do an investigation of the children and the parenting and to make recommendations as to what is a residential schedule that is in the children's best interest.  A guardian ad litem is in essence a parenting evaluator, which is a much more common term.  That person interviews the parents, they conduct parent-child observations, they might interview teachers, therapists, and they may interview the children depending upon the age.  After a thorough investigation, they make recommendations to the court about a residential schedule that would be in the children's best interests.
